West Virginia's Anti-Texting While Driving Law Begins July 1, 2012. Texting While Driving in West Virginia will be a Primary Offense.  Driving without a hands-free device will be a Secondary Offense.  In one year, on July 1, 2013, driving without a hands-free device will be a Primary Offense.
